PROBLEM TO BE SOLVED: To prevent a poor separation in a high humidity environment, to prevent the charge-up of the surface of a transfer belt, to prevent a punch through image in a low humidity environment, and to prevent a leaking of the transfer charge. SOLUTION: A transfer belt 10 is provided allowble to contact and remove to an intermediate transfer drum 7 on whose surface a toner image is formed. The transfer belt 10 is wound on a transfer roller 11 and a driving roller 12 which are provided separating a specific distance. When the transfer belt 10 is contacted to the intermediate transfer drum 7, and the toner image is copied to a transfer paper P, the surface resistance value of the transfer belt 10 is set in the scope 1×10<10> to 10<15>Ω/square, and the volume resistance value of the transfer belt 10 in the thickness direction is set in the scope 1×10<6> to 1×10<11>Ω, in order to separate the transfer paper P from the intermediate transfer drum 7 in a good condition.
