PROBLEM TO BE SOLVED: To remove a block phenomenon owing to a quantized noise by extracting plural pixels positioned in a vertical direction against a boundary with a boundary pixel value of a present block judged to be a flat area as a center, filtering it and preventing the boundary pixel value of a present block judged to be a non-flat area from being filtering-processed. SOLUTION: A boundary pixel extraction part 41 of a present block extracts the boundary pixel value (l) of the present block existing in the boundary of the present block and the adjacent peripheral block in frames stored in a frame memory 40. The boundary picture element extraction part 42 of the peripheral block extracts the boundary pixel value (m) in the peripheral block. An average value calculation part 43 obtains differential values l-m and outputs an average value M against the respective differential values. An addition part 46 adds an average value LIM supplied from an average value restriction part 44 to the respective pixel values of the present block outputted from a present block extraction part 45 and outputs the corrected present block. |
