PROBLEM TO BE SOLVED: To attain an efficient decoding in a short time by sending/receiving tool identification information without sending a tool at all times so as to reduce a communication amount of an entire tool in a device that uses a tool received with coding information so as to decode the code. SOLUTION: A decoder 2P receives identification information of a tool and when the tool is not in existence in the decoder 2P, when no tool is in existence in the decoder 2P, the existence of the tool is inquired of a tool storage and tool identification information storage device (server) 3J to which the decoder belongs and when in existence, the coder does not send the tool. Moreover, when no tool is in existence in the server 3J, the presence of the tool is inquired of a server 3K in the vicinity and when in existence, the coder does not send the tool and the tool is supplied from the server 3K. |
