摘要 PROBLEM TO BE SOLVED: To eliminate the difference between the expansion amount and the shrinkage amount in a boundary part between an outer edge part interposed between separator pair and an inside part where it is not interposed, and prevent the breakage of a film by forming the outer edge part of a film body as a non-treated part where ion conductivity forming treatment is omitted and interposing the non-treated part with separator pair. SOLUTION: A membrane body 11 serving as an ion exchange membrane is consists of a non-treated part 12 at the outer edge, where ion conductivity forming treatment is omitted and the property of a raw material is kept, and an inside part (ion exchange membrane part) 13 where ion conductivity forming treatment is performed. Porous gas diffusion electrodes 20, 21 are joined across the ion-exchange membrane 13 and a frame-shaped loose contact part 14, slightly extended from the ion-exchange membrane part 13. A part where the membrane body 11 is interposed between a pair of separators 23, 24 is a non-treated interposed part 16 at the outermost edge, and a non-treated part 12 keeping the property of a base film is divided into a non-treated interposed part interposed and pressed and a non-treated intermediate outer edge part (containing the loose contact part 14) not interposed and pressed.
