摘要

PROBLEM TO BE SOLVED: To reduce a coding amount furthermore while suppressing visual deterioration through an addition of a visual characteristic. SOLUTION: When a decoded image includes a quantization error at coding, a replacement means 103 is provided to the image decoder to replace a decoded pixel within a prescribed range with one representative depending on a degree of a quantization error among pixels of the decoded image. Furthermore, when a decoded image includes a quantization error at coding, a replacement means 205 is provided to the image coder to replace a decoded pixel within a prescribed range with one representative depending on a degree of a quantization error among pixels of a decoded image thereby conducting prediction coding through the use of a decoding result of a preceding frame.
