Shut-off member 7 is made in form of sleeve with circular cylindrical projection 11 on outer surface. Projection 11 is engageable with face of bush 4. Made under projection are holes 15 evenly distributed over circumference; passage area of these holes is no less than passage area of cavity of sleeve. Lower end of sleeve 7 received by hole of bush 4 is below the face of bush. Wall of sleeve has hole 18 where end of lever 19 is located at spaced relation.
