SOLUTION: In an output module, a connection grouping unit 42 classifies cells received by an input FIFO buffer 37 into groups of queues matching the schedule of transmission and holds them in a storage part 34. When cells are taken out by an output section 35, a control section 36 takes out a queue matching a connection state so as to maintain the guarantee lowest value of a service rate corresponding to the state of a direct connection to each group of the queue. At this time. a schedule unit 43 selects an entry in a group table, calculates a proper start time and an end time from connection information when the entry is effective, and selects them in respectively suitable groups.</p>
