PROBLEM TO BE SOLVED: To produce an image forming element comprising a hollow tubular drum body having a metal outer layer and provided, on the outer circumferential surface thereof, with a plurality of electrodes extending in the circumferential direction while being insulated from the drum body efficiently at low cost with higher reliability. SOLUTION: The image forming element 10 comprises a hollow tubular drum body 12 having outer circumferential surface arranged with a plurality of electrodes extending in the circumferential direction while being insulated from each other and from the drum body 12. Trenches 14 are cut in the metal outer layer of the drum body 12 and the surface of the metal outer layer is converted into an insulating material thus forming an insulating surface layer 34 at least on the inner wall of the trench 14 and filling the trench 14 with a conductive material 28.
