PROBLEM TO BE SOLVED: To provide a stable outer shape and improve the appearance by forming a surface leather material into substantially reverse U-shape by sewing, and providing a belt member between the inside end parts of the substantially U-shape of the surface leather material. SOLUTION: A surface leather material 3 for a headrest 1 is formed into a hollowed bag-like substantially reverse U-shape by sewing, and a pair of insert holes 3b for inserting headrest stays 2a are formed on the stay protruding surface 3a side which is situated on the lower surface side when installed to a seat, and laterally extending frame insert and injection ports 5 are formed near the insert holes 3b, respectively. sewing parts 25a, 25b are formed on the mutually opposed inside end parts of the stay protruding surface 31, and both the end parts of a belt member 27 are mounted by sewing when the sewing parts 25a, 25b of mutually opposed inside end parts are formed.
