PROBLEM TO BE SOLVED: To efficiently simulate the power steering reaction characteristic of a power steering device through an on-table test while varying the valve characteristic of the device and items of the vehicle, etc. SOLUTION: The steering torque T and power steering pressure P of a power steering device 10 are measured to determine its base valve characteristic Vb and to freely set an imaginary valve characteristic Vt for the power steering device 10. Steering reaction Fa to steering angleαh calculated according to a preset model of vehicle movement is corrected according to the base valve characteristic Vb and the imaginary valve characteristic Vt, and the corrected steering reaction F is imparted to the power steering device 10, so that a steering reaction characteristic derived from the imaginary valve characteristic is achieved on the power steering device to achieve a simulation of its steering.
