摘要 <p>PROBLEM TO BE SOLVED: To suppress the increase of moving vector information to be a minimum by selecting an encoding mode only when a difference on first and second motion vectors between the picture signals of the continuous first and second reference fields and an encoding object field picture signal is in the range less than a prescribed value. SOLUTION: An encoding object signal 11 is encoded in an encoding part 14 by using a reference picture signal 12 outputted from an interpolation value generation circuit 19 and an optimum motion vector outputted from a motion vector search circuit 17. The reference picture signal 12 is generated by the interpolation value generation circuit 19 from the picture signal of a position designated by a motion vector candidate 18 outputted from the motion vector search circuit 17 among the encoded picture signals of past two fields, which are accumulated in field memories 15 and 16. A switch 23 outputs only the motion vector candidate whose direction is the nearest to the first motion vector and whose difference is in the range of less than the prescribed value among a plurality of motion vector candidates which can become the second motion vectors, reduces the operation quantity of motion vector search and executes precise prediction with efficiency fitted to the interlaced picture.</p>
