PROBLEM TO BE SOLVED: To execute securing/collecting as necessary by judging the collection of O&M call information, carrying the judgement result information during a call connection processing and judging whether O&M call information is necessary or not by means of an O&M call information collecting means. SOLUTION: Decision is made by referring to a call memory 31 and signal information to be transmitted/received as judgement information for preserving information in an O&M call information memory 33. Moreover, the memories 31 and 33 are referred at the time of starting when a call is released so that information required for charging is preserved in respective information areas at the time of a charging object call and information required for inspecting is preserved at the time of a inspecting information collecting object call. Thus, the O&M call information collecting means 24 is started by an O&M call information trigger to be an optional point which is buried in a call control means 22 so that the means 24 permits the memory 33 to hold required information and a required period without judging O&M call information to be collected in the means 22 by the means 22.
