PROBLEM TO BE SOLVED: To improve the liquid-suctioning capability, the alkali resistance, and the separateness of an alkaline electrolyte by making a specific polyalcohol fiber. SOLUTION: A copolymer obtained by copolymerizing vinyl ester, and an unsaturated monomer having a carboxyl group is saponified to obtain a polyvinyl alcohol copolymer. A polyvinyl alcohol short fiber, having two times or more the liquid-absorbing quantity (Aab) of an alkaline water solution, can be made which can be obtained by cutting a polyvinyl alcohol fiber, having a single fiber fineness of 10 denier or less, and obtained by fiber forming and then drawing the polyvinyl alcohol copolymer, so that the fiber length can have a length of 0.1-20mm; and by determining by an expression Aab=(Wa -Wb / Wb , where [Wa: the weight (g) of the polyvinyl alcohol fiber, when it is made centrifugal hydroextraction after the polyvinyl alcohol fiber is dipped in a KOH aqueous solution having a density of 35wt.% at 30 deg.C at a bath ratio of 1:100 for 15min.
