摘要 <p>PROBLEM TO BE SOLVED: To suppress the arrival delay of picture data of one frame picture resulted from retransmission control by controlling generated code quantity on a transmission-side by means of a controlled variable corresponding to the arrival time of picture data of one frame picture to a reception-side. SOLUTION: The reception-side 200 detects errors in a frame unit by a channel error detection means 10 and returns a frame number where the error is detected to the transmission-side 100 as a re-transmission request signal. On the transmission-side 100, a re-transmission request frame number counter 6 counts a re-transmission request and a quantized step control means 4 calculates a quantized step value from a value which the quantized step control means 4 inputs from the counter 6 and generated code quantity of the previous frame picture being the output of a picture encoding means 1. A picture encoding interval control means 5 calculates a picture encoding interval from a value which is inputted from the counter 6 and the generated code quantity of the previous frame picture. The picture encoding means 1 compresses/encodes input picture data by using the calculated quantized step and the calculated picture encoding interval.</p>
