A data operation part 4 forms a line connecting two points selected by an operator, and displays it on an image display 1. When all of the point data between the two points have the same color, the segment designates its color. When the point data color changes in the middle part, the segment is divided by the ratio of the points different in color, and colors corresponding to the point data are imparted. By repeating the above operation, a plurality of segments are formed and compared with the background map. When correction is necessary, the position of the segment is changed.
