PROBLEM TO BE SOLVED: To eliminate congestion early caused in an outgoing stream by inform ing directly rate information and congestion information of the outgoing stream themselves to a transmission terminal equipment. SOLUTION: A VD module 2b receives a BRM cell of a 2nd segment sent from a reception terminal equipment 11 and a BRM information extract section 9 extracts rate information and congestion information. The extracted rate information and congestion information are informed to a BRM information decision section 7 in a VD module 2a of a 1st segment side. The BRM information decision section 7 decides new rate information and congestion information based on the rate information and congestion information, an ACRs informed from an ACR calculation section 8, rate information and congestion information informed from an information calculation section 6, and rate information and congestion information from an FRM cell in the 1st segment received by the VD module 2a, a VS module 3a sets the decided rate information and congestion information onto the BRM cell and sends to a transmission terminal equipment 10 through loopback.
