PROBLEM TO BE SOLVED: To provide a moving image encoder capable of effectively eliminating noise components and improving the image quality of decoding images. SOLUTION: A frequency conversion means 104 performs frequency conversion to inputted moving image signals and a quantization means 105 quantizes the frequency area output of the frequency conversion means 104 by using a prescribed quantization matrix. A variable length encoding means 106 variable length encodes the quantized output of the quantization means by a prescribed encoding table and encodes data not matched with the table as an exception processing. An observation means 3 observes the generation frequency of the exception processing in the variable length encoding means 106. A band limiting means 2 performs band limiting to the input moving image signals corresponding to the output of the observation means 3.
