PROBLEM TO BE SOLVED: To prevent erroneous charging incurred while viewing charged broadcasting signals. SOLUTION: A transmitter 11 owned by a viewer transmits information signals for indicating the position of the viewer to the side of an STB(set top box) 2 for instance. Then, the information signals from the tansmitter 11 are received by a reception part 12 and supplied to an information extraction circuit 13. The information extraction circuit 13 detects the reception level of reception signals for instance, judges the viewing propriety of the viewer from a detected result and supplies signals for indicating the viewing propriety to an output control circuit 14 and a charging control circuit 17. When the signals of viewing disapproval are supplied, the output control circuit 14 operates an alarm insertion circuit 7 to perform alarm display and simultaneously stops the output of an MPEG decoder 6 to be outputted to a monitor 9 in the case that viewing continuation signals from a continuation instruction reception part 15 are not inputted within a fixed period. Also, in the case that the signals for indicating the viewing disapproval are supplied and the viewing continuation signals are not inputted within the fixed period, the charging control circuit 17 interrupts charging by a charging system part.
