PROBLEM TO BE SOLVED: To provide an optical semiconductor composition which can be easily manufactured with use of a simple apparatus and a method for manufacturing the composition. SOLUTION: A carrier substance having an optical semiconductor surface is coated with a solution containing at least a matrix formation substance having functional group and a metallic compound, and then subjected to a heat-treatment so that the metal, metal oxide and metal compound precipitated through the functional-group reaction arc carried on the optical semiconductor. An example of the functional group reaction is an imido ring formation reaction, and ruthenium oxide or ruthenate precipitated through the above reaction are carried on such optical semiconductor as titanium oxide.
