SUBSTANCE: device consists of body with fitted on driving steerable wheels, support members coupled with body through cranks, support member relative interlock mechanism consisting of interlock shaft with movable cam clutch, support member coupling rigidly installed on crank axle, and interlock engagement device in form sliding fork. Crank is connected with mechanical energy regenerator through pair of step-up gears. Regenerator is made in form of flywheel. Lock is installed on each driven turnable wheel. Lock consists of disk with diametric grooves rigidly coupled with wheel fork turning axle, spring loaded ball and adjusting screw. EFFECT: enlarged operating capabilities. 4 cl, 3 dwg øøø1
