PROBLEM TO BE SOLVED: To determine surely at least one characteristic value under the selected running condition by parting a closed loop controlling circuit to operate an operating device generating a brake action within the range of opened loop control. SOLUTION: A direct brake transmitting means 10 converts a operation value and/or operation force to an electronic signal and supply the same to an electronic control unit 14. When the operation value of the direct brake transmitting means exceeds a predetermined threshold value, the electronic control unit 14 operates a pressure controlling valves 18, 22. The level of supplied brake pressure is monitored by pressure sensors 32, 46, and a supplied pressure value is transmitted to the electronic control unit 14. When the press is too high, the electronic control unit 14 outputs pressure reducing pulses. The length and number of pressure increasing or reducing pulses are controlled by the electronic control unit 14 within the range of a pressure control circuit in the direction of controlling the pressure in the wheel brake to a desired value introduced from the operation value of the brake pedal.
