PROBLEM TO BE SOLVED: To obtain the subject composition, capable of manifesting good adhesion to a fluororubber and useful especially for bonding the fluororubber to a metal by adding a specific surfactant to a silane coupling agent as a base. SOLUTION: This waterborne vulcanizable adhesive composition for a fluororubber comprises (A) a water-soluble silane coupling agent such as an amino-based silane coupling agent (e.g.γ-aminopropyltrimethoxysilane), (B) a surfactant having high wettability with water (e.g. an anionic surfactant, a cationic surfactant, an amphoteric surfactant and a nonionic surfactant having 8-18 hydrophile-lipophile balance(HLB) which are soluble in water) and (C) water as a solvent. The contents of the components A and B based on 100 pts.wt. component C are 1-20 pts.wt., preferably 2-10 pts.wt. component A and 0.01-2 pts.wt., preferably 0.1-1 pt.wt. component B.
