The drum part (3) drives at least one piece of electrical machinery (8) when the spring mechanism (5) rotates it in the wind-up direction (UR), so that the motor generates electricity. At least one electric power system (11) stores the generated electricity and uses it to brake the drum and prevent it exceeding a given rotation speed during wind-up. A spring mechanism cooperating with the drum part becomes tensioned during rotation of the drum while unwinding, and then once the hose or cable has been unwound it rotates the drum in the opposite direction in order to wind-up the hose or cable.
