PROBLEM TO BE SOLVED: To accurately decide the emitted light quantity at the time of light emission without being affected by flicker by deciding the emitted light quantity at the time of light emission with a luminance evaluation value and pre-emitted light quantity, which are obtained in accordance with shutter speed. SOLUTION: The luminance evaluation value predicted to be obtained by exposure when shutter speed is a minimum speed value is calculated as a first evaluation value Y0. A difference between a target value Yt and the first evaluation value Y0 is calculated with the lack quantity U of luminance as U=Yt-Y0. Then, a CCD imager 1 stars exposure at shutter speed at a maximum speed value. Then, a strobe 5 becomes a pre-light emission state where light emission time is previously decided so that emitted light quantity becomes P during exposure.
