PROBLEM TO BE SOLVED: To provide a surface sheet which achieves not only a better effect by combining quick passage of excrements with a refreshing touch thereof but also very quickly and easily breaking thereof into fibers upon the contact with a large amount of water. SOLUTION: A high pressure water jet flow is spouted to a sheet composed of a regenerated cellulose fiber and/or synthetic fiber and a pulp fiber so that the regenerated cellulose fiber and/or synthetic fiber and the pulp fiber are entangled to form an unwoven cloth. The total area of all pores is 15-40% of the surface area of the unwoven cloth while the ratio of the number of pores with its area of 0.15-2.0mm<2> is at least 60% of the total number of pores. Moreover, at least one side of the woven cloth undergoes a repelling treatment.
