<p>PROBLEM TO BE SOLVED: To prevent transmission rate control by feedback of congestion information from a line from being disabled because there is a large difference between a transmission rate on calculation and a transmission rate for actual transmission in a transmitter used for a communication terminal equipment. SOLUTION: When a transmission rate calculated by a transmission rate arithmetic section 14 is stored in a transmission FIFO 5, a time stamp generating section 28 generates a time stamp 33. The time stamp 33 is stored in the transmission FIFO 5 with data. In the case of data transmission, a time stamp output 35 corresponding to the data is analyzed by a time stamp monitor 29 and when there is a large difference between the actual transmission rate and the transmission rate by calculation, a rate reduction request signal 30 is generated. A transmission rate arithmetic section 14 receives the rate reduction request signal 30 to decrease the transmission rate on the calculation.</p> |
