PROBLEM TO BE SOLVED: To provide a communication access control system and an adaptor in which the transmission efficiency is improved in any application. SOLUTION: In the communication of a specific application to use an FTP during the use of the Telnet, a characteristic detection section 23 detects a packet interval, a packet number per unit time, and a packet size or the like and a detected result is compared with a preset threshold level to detect a characteristic (such as coarse/dense) of a packet flow, and an access system changeover discrimination section 24 discriminates the propriety of changeover to an optimum access system based on the characteristic detected by the characteristic detection section 23 and the characteristic of each selectable access system and when the discrimination result denotes the changeover, a control section 22 controls a mobile station 3 to realize the changeover. |
