PROBLEM TO BE SOLVED: To enhance the abrasion resistance of a surface layer and to prevent the lowering of photocatalytic activity caused by the lowering of a specific surface area by adding second component particles capable of being sintered at temp. lower than the sintering temp. of photocatalytic titanium oxide to the surface layer fixed to the surface of a base material. SOLUTION: In a photocatalytic function material used in a deodorizing or antibacterlal field and having a surface layer fixed to the surface of a base material so that at least anatase type photocatalytic titanium oxide particles are exposed to the open air, second component particles capable of being sintered at temp. lower than the sintering temp. of photocatalytic titanium particles are added to the surface layer and fixed thereto by the sintering action of the second particles. At this time, the surface layer is fixed in a thickness of 0.4μm or less so as not to damage design effect by interference and scattering of light. Further, the refractive index of the surface layer is set to 2 or less to impart reflection preventing properties. As a substance capable of being sintered at low temp., a group IIa compd. is designated and, as a sintering aid, lithium fluoride is added.
