PROBLEM TO BE SOLVED: To provide an image transmitter which reduces the decrease in a transmission frame rate and can maintain smooth movement for an image by reducing information amount to be subjected to Codec processing, when an object to be transmitted moves. SOLUTION: At the time of two-way communication by using ITU-T recommendation 'H.261' Codec processing, when an object moves, data amount which is processed in a Codec is increased, and a transmission frame rate decreases lower than a set value, processing amount in a 'H.261' image Codec 4 is decreased by operating coring processing to an image signal which is inputted in the Codec 4 by a coring processing circuit 3 for eliminating small changes and noise in the image signal. |
