PROBLEM TO BE SOLVED: To provide an open system having safeness and to prevent the payment of postage from being incorrectly certified in addition to various processing such as the batch processing of envelopes, the reinspection of certified seals and the description of an address on an unprinted envelope. SOLUTION: The transaction certification system includes a PC 12 having plural non-weighting application programs to be selectively executed on the PC 12, a processor 12, a memory 28, and a hard drive 24. A non-safety printer is actively connected to the PC 12 to execute printing in accordance with one of the non-weighting application programs. A bolt 20 is connected to the PC 12, a safe communication module in the PC 12 for executing safe communication with the bolt 20 sends a digital token request to the bolt 20 and receives a digital token generated by a bolt card. A certification bit map generation module generates a certification bit map for the PC 12 from the digital token and stores the map in a memory 28. |
