PROBLEM TO BE SOLVED: To effectively prevent offsetting whether the recording sheet is a recording paper or an OHP(overhead projector) sheet. SOLUTION: As for the toner image fixing device fixing a toner image TI on the recording sheet S by heating and pressing the recording sheet S carrying the toner image TI of powder negative electrified toner while insert-pressing and carrying between a fixing roller 10 whose surface is coated with Teflon(R) material and a pressing roller 20, the pressing roller 20 is constituted by forming a silicon rubber layer 22 on the peripheral surface of a core bar roller 21 and applying the tube 23 of thin PFA (Perfluoro Alchoxy Resin) to the silicon rubber layer 22, and surface resistivity is made within the range of 1.0×10<10> to 1.0×10<12>Ω/square.
