<p>PROBLEM TO BE SOLVED: To prevent the abnormal stoppage of an inspection system by simplifying a control constitution so that all control sections can be switched to inspection modes from normal modes through intercommunication when a mode switching command is given to one of the control sections and, at the same time, avoiding the occurrence of such a state that one control section operates in a normal mode while the other operates in an inspection mode due to the occurrence of a communication error, etc. SOLUTION: When either one of control sections 7 and 8 receives a command from an inspection mode commanding means 100 in a normal mode, the control section 7 or 8 transmits a mode switching command to the other section 8 or 7 by a set number of times and, when the section 7 or 8 receives the acknowledgment information on the switching command from the other section 8 or 7, the section 7 or 8 switches the mode to the inspection mode.
