PROBLEM TO BE SOLVED: To make it possible to cut an obstruction even when an operator is not in a facing. SOLUTION: A gripping means 22 and a cutting means 30 are juxtaposed in a cutter 20. The cutting device 20 is installed in a freely forwarding and retracting manner to the facing side and the inside of a chamber 15 from the opening section of a cutter head 12 and movably in the radial direction of the cutter head 12. The gripping means 22 comprises pair a of hourglass type hands 24, 24 capable of holding the obstruction H, and the cutting means 30 is composed of a pair of hourglass type cutters 32i, 32o cutting the obstruction H by a rotary motion at high speed.
