PROBLEM TO BE SOLVED: To improve the corrosion resistance of a metal plated steel sheet or a noniron metallic material used for domestic electric appliance or building materials. SOLUTION: A blast furnace slag powder or a convertor slag powder of a by-product in the production of iron and steel is controlled to be <=1μm in the particle diameter. An organic resin coating film such as an epoxy resin or an acrylic resin containing the slag controlled in the particle diameter is applied on the steel sheet with <=5μm film thickness. As a result, since chromium is not contained, the fear of the environmental pollution in chromating is eliminated. Keeping corrosion environment alkaline, the slag powder contained in the organic coating film acts to prevent the corrosion of zinc or tin of metals for plating.
