PROBLEM TO BE SOLVED: To provide a silver halide photographic emulsion superior in sensitivity, low in fog and improved in storage stability and latent image stability and to provide a photographic sensitive material using the emulsion. SOLUTION: This silver halide photographic emulsion comprises silver halide grains and a dispersion medium and the silver halide grains contain flat silver halide grains in >=50% of the projection areas of the total silver halide grains, and the flat grains are prepared by growing seed crystals, and reduction sensitization is executed in the presence of ammonium ions in an amount of 0-1×10<-5> mol/mol of silver halide in the insides of the seed crystals.
