PROBLEM TO BE SOLVED: To provide an electronic settlement system capable of restricting transaction items by the age or the like of a commodity purchasing customer and reducing the fee cost of a small transaction by using a card. SOLUTION: A transaction restriction discriminating means 27 in a store settlement processor 20 rejects the transactions of transaction restricted items stored in an information table 41 included in a card 40 owned by a commodity purchasing customer and transaction restricted items stored in a transaction restriction information table 24. A check request discriminating means 27 in the processor 20 reduces the fee cost of a small transaction by omitting the personal check of the card 40 and a price settlement request to a credit organization settlement processor 10 as to a transaction of a commodity of which price is less than a restricted amount stored in a customer information table 25.
