PROBLEM TO BE SOLVED: To provide a method for making a polluting material such as heavy metals or PCB in a harmful waste harmless and a treating agent for making harmless used for the method. SOLUTION: The harmful material in the waste is eliminated by adding and mixing the treating agent for making harmless, which is prepared by incorporating sodium, potassium, calcium, lithium, barium, magnesium, strontium, cobalt or nickel, copper and zinc in an ionic state in a diluted aq. solution of a solution consisting essentially of tannin and pyroligneous acid, into the harmful waste containing heavy metals, PCB or the like. And the treating agent for making harmless is mixed into the harmful waste containing the heavy metals, PCB or the like and is mixed with cement to eliminate and fix the harmful material in the waste. |
