PROBLEM TO BE SOLVED: To fix carbon fiber bundles on a support in parallel almost at regular intervals by spirally winding the carbon fiber bundle on an annular surface formed by the support, fixing it and cutting the carbon fiber bundle at the end of the support. SOLUTION: The carbon fiber bundle 1 is rewound from a bobbin 2 and it is guided to an adhesive tank 4 where liquid adhesive is stored through a roller 3. Then, adhesive is adhered while it advances through the rollers 5-7. The carbon fiber bundle 1 passes through rollers 8-10 and squeezes adhesive which is excessively adhered and it is spirally wound and adhered to the back faces of the mounting materials 1-14 of a concrete panel. The mounting materials 11-14 are respectively fitted to the four faces of a square pole having a rotary shaft 15 in the center inside out, and the sizes are 600×900 to 1200×2400mm, for example. Then, carbon fibers are cut at the end parts of the mounting materials, namely, at mutual junction parts after winding terminates, and the respective mounting materials are removed from the square pole 16.
