PROBLEM TO BE SOLVED: To simultaneously attain simplification of ciphering processing and improvement of security. SOLUTION: A ticket issuing device 1 and a medal lending device 2 are connected to a control device 2 through a communication line L1. A control device 3 generates 1st code information related to ciphering at random and transmits the 1st code information to the devices 1, 2, which store the code information in their own memories. At the time of issuing a card, the device 1 generates 2nd code information in its control part and ciphers ticket issue information by using the 1st and 2nd code information. The ciphered ticket issue information and the 2nd code information are recorded in an information recording part of an issued card and the device 2 receiving the card executes the decoding processing of the ticket issue information based on the 2nd code information read out of the card and the 1st code information. |
