摘要 PROBLEM TO BE SOLVED: To stably perform load up by properly supplying carbon dioxide gas to a cathode even in a load up process from no load to the lowest load. SOLUTION: A device is provided with a reformer to burn anode waste gas of a fuel cell 1, and reform fuel gas including steam into anode gas, an air preheater 3 to heat combustion air by combustion waste gas from the reformer 2, a cathode gas line 4 to mix air with the combustion waste gas after passing the air preheater 3 to be supplied to a cathode, an anode waste gas line 5 to supply anode waste gas of the fuel cell 1 to the reformer 2, an anode waste gas branch line 6 branched from the anode waste gas line 5 to discharge anode waste gas, and an air branch line 8 to branch combustion air to pass the air preheater 3 to be supplied to the reformer 2, and branch quantity of the air branch line 8 is controlled to control temperature of combustion air to be supplied to the reformer 2, so branch quantity of the anode waste gas branch line 6 is controlled in accordance with this temperature.
