PROBLEM TO BE SOLVED: To transfer ATM cell except an idle cell without errors by generating the idle cell when an asynchronous transfer mode(ATM) cell excluding the idle cell preserved in a cell preserving means is held. SOLUTION: A cell-annulling circuit 5 annuls the stipulated idle cell from a data signal 11 with a clock signal 12 as a timing pulse and a cell-preserving circuit 6 preserves the ATM cell except for the idle cell. The cell-preserving circuit 6 also reads the ATM cell, except for the idle cell with a selection clock signal 37 as the timing pulse and a cell-generating circuit 7 generates the idle cell, in order to keep data continuity unless the cell is preserved. At this time, the cell-preserving circuit 6 is provided with a buffer being sufficient to absorb the disturbance of the selection clock signal 36 and the selection clock signal 37 and transfers ATM cell data, except the idle cell to a data processing circuit 8 without the error.
