PROBLEM TO BE SOLVED: To facilitate the configuration of a transmitting device by providing a control means which manages packet identifiers which are added in an encoding means and indicates the addition of the respectively different packet identifiers to the plural encoding means. SOLUTION: A controller unit 42 is provided, and respective encoders 43-46 for executing an encoding processing and a multiplexer 47 for executing a multiplexing processing are provided. The controller unit 42 is a control means for managing the packet identifier (PID) value of a transport stream(TS) packet and also an additional information generating means for generating additional information, such as a program association table(PAT) and a program map table(PMT). Then, the controller unit 42 outputs a control signal S20 to the encoders 43-46, so that respectively different PID values are assigned to the respective encoders 43-46, and the PID values of the TS packets generated by the respective encoders 43-46 are prevented from overlapping.
