PROBLEM TO BE SOLVED: To provide the phase shift circuit providing a very accurate phase shift and the signal generator generating a plurality of signals with an accurate phase relationship. SOLUTION: The phase shifter is provided with a high speed duplex coefficient digital counter 102 whose counter coefficient is set to N or N+M by a coefficient control signal, and a programmable digital counter circuit 112 which generates a coefficient control signal, outputting a clock with an output signal, starts a count of number P of an output signal pulse decided by the count and stops when the count, and the coefficient control signal reaches a 1st state selecting the coefficient N when the programmable counter stops count and reaches a 2nd state to select the coefficient N+M when enabled and the phase of the programmable counter is shifted.
