PROBLEM TO BE SOLVED: To prevent a message from being sent to other parties by registering a message and a caller telephone number to a base station management center, confirming telephone number registration in the case of calling a telephone set and sending the message to the confirmed party so as to specify the caller telephone set. SOLUTION: A user inputs a message from a voice input means 26 to a voice storage means 33 of a base station 31 through an inter-base station communication means 25. Simultaneously, a caller telephone number is registered to a telephone number storage means 34. The base station 31 stores the information to message input party telephone number, voice and telephone number storage means 47, 44, 45 of a base station management center 41. When a caller telephone set 51 calls a slave set 24 and the possessor of the slave set 24 is absent, an change means 39 of the base station 31 confirms the presence of a message and telephone number registration of the caller telephone set 51 to the base station center 41 and uses a service processing means 42 to send a message to the caller telephone set 51.
