PROBLEM TO BE SOLVED: To prevent the damage of a lip part and improve workability during work of filling a fluid such as gas into the sealing side of a sealing device. SOLUTION: In this hydraulic shock absorber, a fluid filling jig 30 provided with a contact part 34 coming in contact with a dust lip 101b, a connection part 31 connected in a sealing state to an outer cylinder 204, and a vacuum chamber 35 with the contact part 34, dust lip 101b and connection part 31 as part of a chamber wall is fitted to lower the tension of the dust lip 101b to the sliding surface of a shaft 201 by negative pressure applied to the back face of the dust lip 101b, and a fluid is filled from between the dust lip 101b lowered in tension and the sliding surface. |
