PROBLEM TO BE SOLVED: To provide a judging device capable of attaining the judgement of a certain macro block type with simple circuit constitution. SOLUTION: As to pixels on the same positions in a current macro block for judging a macro block type and a reference macro block, an absolute error of luminance is found out as a DIF. The sum of DIFs in the macro block is found out as a VAR. In each pixel, the DIF is compared with a value obtained by subtracting a parameter constant ALPHA from the luminance value CMBY of a pixel in a current macro block, a number of cases that the DIF is larger is found out as HANTEI, and when the HANTEI is larger than a parameter constant BETA and the VAR is larger than a parameter constant GANNA, the macro block type is judged as an intra mode. The other case is judged as an inter mode. |
