PROBLEM TO BE SOLVED: To unnecessitate a complicated circuit constitution by calculating according to a function which does not adopt the value of a quantization parameter as a variable but adopt a code quantity within the optional section of a picture signal, the residual quantity of the number of pictures in the section and a generated code quantity at a picture, which is in the same kind as a picture and is just before it, as a variable. SOLUTION: When an I-picture is encoded, the residual number of the number of the pictures is set by information from an encoding processor 14. A target code calculating device 22 sets the initial value of the residual quantity of the code quantity and the initial value of the generated code quantity at the picture which is in the same kind of an I-picture and is just before it. Then the target code quantity of the I-picture is calculated and sent to the virtual buffer 24 of the I-picture to calculate the quantization parameter of a first macro block at the I-picture. The processor 14 quantizes with the width of a quantizing step corresponding to this quantization parameter. |
