PROBLEM TO BE SOLVED: To provide a pipeline inner surface water stop method and a clamp mounting device used in this method enabling a worker to smoothly perform pipeline laying work mainly for sewage or the like with a small diameter where he cannot enter or it is hard for him to enter and enabling the worker to perform leakage place repairing work easily in a short time without digging up buried sediment. SOLUTION: A water stop cylindrical body 15 formed of elastic material of such a size as to come in contact with the inner peripheral surface of a joint part or another leakage part of a pipeline is inserted into the joint part or another leakage part. A ring-like clamp 16a formed of metallic material is then inserted in the water stop cylindrical body 15, and pressure is applied to the ring-like clamp 16a in the direction of pushing to enlarge from its inner surface so as to plastically deform and fix the water stop cylindrical body 15 to the inner surface of a buried pipe from the inner surface. The ring-like clamp 16a is mounted using a clamp mounting device provided with a cylindrical elastic pressure member 25 radially deformed by axial compression, an inner surface support cylinder 23 for regulating the center direction deformation of the elastic pressure member 25, a pair of pressure rings 26a, 26b axially pressurizing both ends of the elastic pressure member 25, and a jack 21 for relatively moving both pressure rings 26a, 26b in an axial direction.
