PROBLEM TO BE SOLVED: To prolong service life by applying current between a 1st electrode composed of an activated carbon and a counter electrode and back-washing by water to recover the adsorption performance of the activated carbon in a short time. SOLUTION: A fibrous activated carbon 5 as the 1st electrode and the counter electrode P to form an electrochemical cell with the 1st electrode are arranged in an activated carbon treating column 4. Next, city water is supplied to the bottom of the activated carbon treating column 4 from a city water tank through a pump 7 and the back-washing is executed while applying voltage from a DC source 10. As a result, a material adsorbed in fine pore parts is efficiently removed by bubbles formed on the surface of the activated carbon by the electrolysis.
