PROBLEM TO BE SOLVED: To relieve traffic of a network and to enhance serviceability by a radio base station automatically judging a traffic state of a radio section and the network and regulating call connections. SOLUTION: A mobile telephone system consists of a mobile-switching machine 10, radio base stations 20, line concentration devices 30, communication lines 40, portable terminals 50, a radio base station maintenance management system 60 and a switching maintenance system 70. The station 20 automatically detects the occurrence of a congested state of the machine 10 or an entire network, including the machine 10 by analyzing a signal from the machine 10, or automatically detects the occurrence of a congested state of a radio section which is caused by callings from the terminals 50 by comparing the threshold of traffic of a radio section in advance with measured traffic of the radio section, and caries out a regulation which rejects connection to the terminals 50, based on these detected results. |
